Scientology Volunteer Ministers offer free on-site seminars to any group or organization, and the mayor of a small town in Colombia decided to take them up on their offer.
The United Nations recently pointed out that with 3 million Colombians having been displaced by 45 years of armed conflict, the country faces a situation of crisis proportions. The homicide rate, although halved in recent years, is still the 10th highest of any country on Earth. And the country is still plagued by the effect of decades of drug trade and guerrilla insurgency.
Determined to do something to improve the quality of life in his town and hearing about the Scientology Volunteer Ministers' on-site seminars, a mayor wrote in asking for some help.
The town is a small one, located near Bogotá. The mayor had received a post card describing some of the free seminars that are available. From the description of the training he realized this would really help his community.
The mayor requested a seminar for some of his staff and community leaders to improve relationships among co-workers and raise general job performance. The International Scientology Volunteer Ministers hotline contacted the Centro Cultural de Dianética in Bogotá to make the necessary arrangements.
According to the Scientology Handbook, The Tone Scale is "a vital tool for any aspect of life involving one's fellows," as it "shows the successive emotional tones a person can experience. By 'tone' is meant the momentary or continuing emotional state of a person. Emotions such as fear, anger, grief, enthusiasm and others which people experience are shown on this graduated scale."
Skillful use of this scale, developed by Scientology founder L. Ron Hubbard, enables one both to predict and understand human behavior and greatly improve relationships among people.
The attendees, including local town councilors, police, and administrative officials, were so enthusiastic about the presentation that they asked the volunteers to return to give them additional training.
